Hong Kong has the reputation of being one of the four major printing centers in the world. Combining Hong Kong's advantages in printing technology, marketing, information transmission and material supply with the advantages of strong human, land, transportation and other resources and economic development in the Pearl River Delta, the printing industry in the Greater Pearl River Delta has the ability to take the lead in development and has the conditions to build an international printing base. The cooperation between Guangdong and Hong Kong to jointly build an international printing base in the Pearl River Delta reflects the common requirements of the development of the printing industry in the two places, and fully conforms to the national spirit of establishing closer economic and trade relations between the mainland and Hong Kong

According to the current industrial policy, within the authority of the Provincial Bureau, we will do the following work:

first, we will make it as convenient as possible for enterprises from Hong Kong, Macao SAR, Taiwan Province and other countries to invest and set up factories in Guangdong. We will try our best to shorten the review time at the provincial level and submit it to the General Administration of publication for approval in time. After the relevant enterprises have obtained the approval of the General Administration and the approval certificate for foreign invested enterprises issued by the foreign trade and economic cooperation administrative department, the printing business license shall be issued in a timely manner. For wholly foreign-owned publication printing enterprises established with the approval of the provincial people's government or the Municipal People's government above the prefecture level before the promulgation of the regulations on the administration of the printing industry of the State Council; Before the promulgation of the Interim Provisions on the establishment of foreign funded printing enterprises by the General Administration of publication and the Ministry of foreign trade and economic cooperation, the "three foreign funded" printing enterprises established with the approval of the provincial people's government or the Municipal People's government at or above the prefecture level but not meeting the required qualifications will be issued with a temporary "printing operation license" to enable these enterprises to continue to engage in printing operations in the process of adjustment

second, build a printing industrial park to provide convenient conditions and supporting services for the establishment of printing enterprises. Zhongshan has built a Chinese packaging and printing production base in Zhangjiabian Torch Development Zone. The Provincial Publishing Bureau has approved Dongguan to build Dongguan Printing Industrial Park in Qishi Town, the Eastern Industrial Park. Huizhou plans to build Huizhou Printing Industrial Park in Ma'an town. In addition, some printing enterprises have entered Guangzhou Economic and Technological Development Zone. Enterprises entering the industrial park will enjoy corresponding preferential policies. We advocate that printing industrial parks can be built wherever conditions permit in the Pearl River Delta, which can not only attract foreign investment, but also guide local printing enterprises to operate in the park; There are not only printing plants, but also supporting India. China has four established refining and chemical bases with an annual output of 20million tons and nine ethylene production bases with an annual output of more than one million tons, including pre and post press processing enterprises and printing material supply enterprises, so as to develop large-scale operations and improve the printing industry chain

We still need to strengthen the management in the future, but we can make appropriate adjustments to the specific management methods. The Provincial Publishing Bureau mainly manages the examination and approval of books and newspapers related to politics, nationality, religion, sexual culture and human body art, maps, and periodicals related to current affairs and politics. Printing enterprises must obtain approval before printing. Newspapers and periodicals of current affairs and politics can be approved once a year. Other overseas publications are now approved by the local members of the Provincial Overseas printed matter processing audit committee. With the approval of the provincial government, it can also be entrusted to cities above the prefecture level for management
